      Academician of the Russian Academy of Sciences, the honoured figure of a science of the Russian Federation, the professor, Dr. Tech. Sci., the winner of the President Award of the Russian Federation in a sphere of education (2003), the Honoured worker of the higher professional education of the Russian Federation, Head of Logistics and economic informatics department of the Mendeleev University of Chemical Technology of Russia (MUCTR).

     Mr. Meshalkin V.P. — known in Russia and EU-countries outstanding scientist, who offered and successfully developing a new scientific direction «Scientifically-methodological fundamental of development and optimum operation control of  resource-saving highly reliable chemical processes (CHP)» which includes principles and synthesis methods (structure construction) resource-saving highly reliable CHP, which processes unit representing set and equipment units of investigated chemical plants; methods of calculation, management and the operation organization of low-waste chemical plants with optimum specific consumption of raw materials, fuel and energy resources, water and constructional materials; methods of logistics management of resource-saving supply chains of the chemical enterprises.

     The author more than 700 proceedings, including 27 monographies and textbooks; 13 authorized certificates and patents; 12 brochures.

     Meshalkin has executed fundamental and applied researches with following original results: classification, structurization and development of physical and chemical, chemical engineering and technological ways of resource-saving in CHP; methods of synthesis of optimum technological schemes of resource-saving continuous and periodic CHP; the theory of maintenance and optimization of indicators of reliability and ecological safety of CHP; logistics methods in situational management of resource-saving and energy savings at the chemical enterprises; methodology of a complex estimation of efficiency of the chemical enterprises with use of indexes of a sustainable development; methodology of organizational-functional structures development of the highly effective large industrial companies and resource-saving ecologically safe supply chains ("green" supply chains) of chemical production; methods of ecological-economic optimization of the chemical enterprises.

     Supervised over software development for the computer-aided design of  resource-saving chemical and oil refining plants; the software and hardware tools of the computer-aided systems of optimum control for many of chemical, petrochemical and oil refinery plants; expert systems of technical diagnostics of the chemical-technological equipment; the automated information systems of ecology-economic optimization of chemical and oil refinery plants; hybrid expert systems of synthesis of resource-saving heterogeneous and homogeneous CHP adaptive automatic control systems of processes with delay.

     Results of scientific researches of Meshalkin V. P and his stuff are applied to development of low-waste energy saving technological schemes, optimum control, reliability, ecological and technical safety support of production of a carbamide, weak nitric and sulfuric acids, ammonia, ammophos, ammoniac saltpeter, chlorine and caustic soda, chlorine-metane and perchlorate carbon, organic dyes, gasolines and mineral oils; for development of projects of rational business processes and highly effective of process-organizational management systems of the large companies of a chemical, petrochemical, gas, fuel and energy industries complex.

     Scientific researches carries out at cooperation with the industrial enterprises:  “VNIIGAS”, “GasPromNeft”, Open Society "Shchekino-Azot", Mineral-chemical company "EuroChim", "SalavatNefteMash", State Unitary Enterprise "BashNefteMash", Open Society "Salavatnefteorgsintez",   “Novoufimskiy Petroleum Refinery”; with scientists of universities of Great Britain, Italy, Spain, Germany, Hungary and China.

     Conducts the big teaching and scientifically-organizational work. He was supervisor-consultant of 7 doctors, 80 candidates of sciences PHD; 15 masters of sciences, actively participated in establishing for The Ministry of Education and Science of the Russian Federation of necessity of opening in working out of projects of standards and original teaching-methodical materials of two new specialities (Economist; Manager; Engineer Manager) in Russia «Logistics and supply chain management » and «High technologies management» (specialization: «Logistic management of the high technology chemical, petrochemical and biochemical manufactures»).

     Academic and teaching activity:

     Has developed and reads courses of lectures for the chemic-engineer students trained: “The Chemical Process Analysis and Synthesis", "Chemical Plant Reliability and Efficiency", "The Discrete Mathematics", "Mathematical Modelling of CHP", "Hybrid Expert Systems in Chemical Technology", "Intellectual support of Hybrid Expert Systems of the automated synthesis of resource-saving CHP» (it is read at the Higher technical school, Merzeburg, Germany: at University of Southern coast, London, Great Britain; at Catalan polytechnical university, Barcelona, Spain).

     For the management and logistics students: “The organisation theory", "Theoretical bases of logistics", " Supply Chains management ", "Resource-saving Logistics", "Industrial Logistics", "Knowledge Economy", "Electronic Business", "Economic Informatics", "Small High Technology Business", "Technological Innovatics ».

     Scientifically-organizational work:

     He is member of Advisory Council "Chemistry" The Higher Certifying Commission of the Russian Federation; a member of organizing committees of some International and Russian scientific conferences; the Head of four trans-European projects under programs «TEMPUS» and «INCO-COPERNICUS»; the scientific Adviser of the national key project of China for development and management of resource-saving Chemical Enterprises.
